A prime example is Padre Island, a barrier sand island off the coast of Galveston, Texas, which is washed over by storm surge at least twice a century. If people want to build there, I believe they should be able to. But I DON'T believe they have the right to claim insurance or taxpayer money for building on a <i>sand barrier island</i> that gets washed over <i>twice a century</i>.
